Step 7 - Classification of the Recipient


Under the PWD, the recipient in the host country (e.g., client or customer) holds a supporting yet increasingly accountable role in ensuring compliance with PWD compliance requirments.

This recipient functions as a gatekeeper: while not directly responsible for the employment, they are instrumental in enforcing compliance through effective oversight, thorough documentation, and strict contractual control.


Identifying the Recipient

The Recipient is the entity in the host country that receives the services provided by a posted worker and is typically:

  • The client or company in the host country directly benefiting from the work.

  • A business partner or subsidiary to which the posted worker is temporarily assigned.

  • In scenarios involving temporary work agencies, it could be the material employer receiving the worker in the host country.
