The first step is to verify whether the worker is a Visa National and thus needs to apply for an Entry Visa: an official pre-travel document or stamp in a passport that indicates that at the time the document or stamp was given, there was no objection against coming to (not entering) the country.

An Entry Visa relates to the country that issued the visa. There are also unilateral, bilateral and multilateral arrangements whereby a country provides a simplified or accelerated visa procedure to Visa Nationals, or issues multi-state Entry Visas.
